Vocational Education Training for Ukrainian Healthcare Professionals (Hungary)

The International Organization for Migration is implementing a joint project with the World Health Organization in support of the European Commission, with the aim of improving access to healthcare for refugees and people displaced from Ukraine benefitting of temporary protection in Member States.

This program will focus on Hungarian language acquisition with an emphasis on medical terminology, understanding the Hungarian healthcare system, and providing guidance on diploma recognition and employment support.

The objective of this training program is to equip Ukrainian healthcare professionals with the necessary language skills, knowledge of the Hungarian healthcare system, and guidance on diploma recognition and employment support to facilitate their integration into the Hungarian healthcare system, ultimately contributing to enhancing refugees’ ability to access healthcare services while strengthening the Hungarian healthcare system, addressing workforce shortages and improving resilience.

Scope of the Required Services/Work:

  • The selected organization(s) will be responsible for developing and delivering the vocational education training program based on the following requirements:
    • The training format can be a series of workshops or a summer school covering July to September 2025;
    • Frequency of the sessions is to be discussed – at least twice a week with flexibility for a more intensive format if suitable;
    • Format can be hybrid (online and onsite) or online;
    • One or two small groups of people could be created if capacity allows and enough participants confirm their registration, to accommodate for different availabilities (e.g. evening sessions and daytime sessions);
    • Resources should be available for participants who might not be able to attend a certain session or wish to review learning materials;
    • Regular attendance of the participants is to be monitored with attendance sheets.
  • Modules to be covered – applicants can submit a proposal covering all the below topics as a complex initiative, or specific modules only:
    • Hungarian language acquisition with an emphasis on medical terminology (e.g. vocabulary of body parts, phrases on medical topics, medical procedures and instruments);
    • Understanding the Hungarian healthcare system (e.g. professionally navigating the Hungarian system, understanding applicable regulations, protocols, practices, roles and pathways);
    • Technical guidance on diploma recognition and employment support to practice as a Ukrainian healthcare professional in Hungary (e.g. administrative requirements, support with job search).

Expected Deliverables

  • The development and delivery of the vocational education training program are expected to be completed within 3 months from the start date in July 2025.
  • Regular updates on the overall plan and progress of the participants will be provided to IOM for reporting purposes.

Evaluation Criteria

  • Compliance with the training requirements and objectives;
  • Quality and relevance of the training content;
  • Ability to deliver training sessions effectively online and manage access issues;
  • Participant feedback and progress;
  • Timely and reliable delivery of the training program.

    • Profile and expertise of the organization and trainers/facilitators;
    • Estimated budget;
  • Requirements:
    • Proven experience in developing and delivering training programs;
    • Ability to provide training in Hungarian language acquisition with an emphasis on medical terminology;
    • And/or knowledge of the Hungarian healthcare system and ability to provide training on relevant protocols, regulations and practices;
    • And/or knowledge on the process of diploma recognition for Ukrainian healthcare professionals;
    • Ability to deliver training sessions online using online formats and manage potential access issues;
    • Flexibility to adjust and tailor the content of the sessions based on participants’ feedback and progress;
    • Ability to work under tight deadlines and deliver the training program in a timely manner.
