The Warrumbungle Shire Council is inviting owners of heritage items or buildings to apply for funding through Council’s Small Heritage Grants, providing dollar for dollar funding to carry out repairs and restoration works on local heritage items and buildings.
The Warrumbungle Shire Small Heritage Grant has been established to assist owners of places with heritage significance to undertake conservation and restoration works. Items of heritage significance include buildings identified as contributing to the character of the Baradine, Binnaway, Coolah, Coonabarabran, Dunedoo and Mendooran Heritage Conservation Areas, Councils Heritage Study, as well as items listed in Schedule 5 of the Warrumbungle Local Environment Plan 2013. Examples of the type of work that can be funded under this program may include, but are not confined to:
- Conservation and maintenance works
- Painting in approved colour schemes
- Repairs to stumps, walls, roofs, doors and windows
- Replacement of guttering and down pipes
- Reinstating missing components, including verandahs
- Meeting National Construction Code requirements, such as fire services and access, for ongoing and new uses.
- Structural assessments to ensure the integrity of business premises
- Heritage items and items in conservation areas in the Warrumbungle Local Environmental Plan 2013.
Aims
- The aim is to maintain, preserve or restore elements that contribute to the heritage value of a place. The funding cannot be used for improvements such as new kitchens or bathrooms. Council’s Heritage Advisor is available to assist with colour schemes and provide free advice on your proposed work and general heritage advice.
Priorities
- Priority will be given to projects that are:
- For urgent maintenance works to avert management risks, e.g. severe deterioration, demolition, or demolition by neglect.
- For items that are part of a heritage group or a precinct
- Fire, service and access upgrades for compliance with the National Construction Code
- For ongoing or adaptive reuse of heritage item(s)
- Investigations and reports such as the structural integrity of buildings.
Eligible Projects
- Assistance will be provided from the Small Heritage Grant for the following types of projects:
- for conservation and restoration works,
- to meet National Construction Code upgrades (fire, services, and access) for ongoing and new uses,
- or for heritage items and items in conservation areas in the Warrumbungle Local Environmental Plan 2013, or included in councils Heritage Study.
Ineligible Projects
- Funding will not be available from the local heritage fund for:
- new buildings
- routine maintenance, e.g. lawn mowing, gutter cleaning or carpet cleaning
- projects where adequate funding is available from the applicant or other sources
- new commemorative monuments or works
- the purchase of heritage buildings
- the relocation of buildings or works to relocate buildings
- private headstones, unless there is no possibility of descendent support
- floodlighting of heritage buildings
- the purchase of equipment
- moveable railway heritage items.
Eligibility Criteria
- The following people may apply for funding under this program:
- Owners of places listed on the Warrumbungle Local Environmental Plan 2013 Schedule 5 Heritage items.
- Owners of places within the Baradine, Binnaway, Coolah, Coonabarabran, Dunedoo and Mendooran Heritage Conservation Areas.
- Owners of places listed in Council’s Heritage Study.
