The United Nations Development Programme has announced a public call for the selection of a public laboratory in the Republic of Srpska for the provision of technical and infrastructural assistance for sampling, analysis and monitoring of POPs substances in water, air, soil and waste.
The goal of the Project is to reduce the risk to human health and the environment, through the prevention of unintentionally released POPs (U-POPs), the transition to chemicals that do not contain POPs substances in industry and the environmentally acceptable destruction of at least 50 tons of waste containing POPs.
Subject and Purpose of the Public Call
- The subject of the public call is the collection of laboratory applications for the training program in order to strengthen the capacity of laboratories for monitoring persistent organic pollutants (POPs) in the environment and at the sources of their origin.
- Strengthening the capacity of laboratories is carried out within the second component of the Project “Environmentally acceptable management of persistent organic pollutants in the industrial and waste management sector in Bosnia and Herzegovina”, and consists of:
- training of laboratory staff on POPs (pesticides) sampling in the environment;
- training of laboratory personnel for sampling of unintentionally released POPs (U-POPs) in the air;
- training of laboratory personnel for sampling of U-POPs at the chimney of industrial facilities (ie power plant, incinerator);
- training of laboratory staff for the analysis of POP pesticides;
- training of laboratory staff for PCDD/F and PCB analysis;
- collection and analysis of 50 samples as follows:
- 30 soil samples or chemical stocks for analytical determination of POPs pesticides
- 10 air samples from the environment for analytical determination of PCDD/F and PCB
- 10 samples on the chimney of industrial facilities or waste disposal facilities for analytical determination of PCDD/F and PCB
- The purpose of implementing this set of activities is to strengthen the capacity of the laboratory, determine the need for laboratory equipment as well as the requirements for laboratory testing in BiH (with reference to the legal requirements as well as the number of sources of POPs substances in BiH).
Geographical Region
- As part of this public call, applications from laboratories that are registered and located in the territory of Republika Srpska, Bosnia and Herzegovina are acceptable.
Eligible Applicants
- Public laboratories registered in the Republic of Srpska, Bosnia and Herzegovina, authorized to provide environmental monitoring services related to POPs substances.
- Applicants must meet the following general criteria:
- the applicant submitted the complete application package in electronic format before the submission deadline.
- In addition to the general criteria, the applicant should also meet the eliminatory criteria:
- that the public legal entity (public institution/laboratory) is registered/authorized to provide environmental monitoring services related to POPs substances;
- the public institution/laboratory must have at least six qualified employees from some of the relevant one’s fields (chemists, technology engineers, ecologists, agricultural engineers, physicists, biologists, forestry engineers, mechanical engineers, hydraulic engineers, sanitary engineers and other relevant degrees) with experience in the field of analysis of POPs substances and in permanent full-time employment;
- the public institution/laboratory should have at least GC/MSD or HPLC chromatographs, as well as equipment for sampling soil, water, waste, air/air quality and/or air/air emissions. Also, it should have appropriate laboratory space for chromatography, sample reception, sample preparation, chemical storage;
- the public institution/laboratory must have at least one year of market-oriented experience in the field POPs matter;
Ineligible
- Privately owned laboratories;
- Laboratories that are not market-oriented.
