The Ebey’s Landing National Historical Reserve is seeking grant applications to preserve, protect and sustain its heritage buildings by providing seed money for owners of historic properties within the Reserve.
Eligibility Criteria
- Eligible Properties:
- Property must be located within Ebey’s Landing National Historical Reserve;
- Listed as historic property on the National Register of Historic Places, Central Whidbey Island Historic District (1998 Amendment), or the Washington State Heritage Building Register;
- Retains a significant degree of historic character and material; and
- Requires repair.
- Eligible Exterior Projects:
- Stabilization of historic buildings. Examples include repair and replacement of roofs, foundations, sills, walls, structural framework, chimneys, trim, windows, and doors.
- Projects that preserve or restore historic materials and character-defining features.
- Projects that facilitate continued use of the building.
- New paint. Paint may be considered for preservation purposes only, not aesthetics.
- Property owners may only submit one grant application per grant cycle.
- Reimbursement is contingent on the completion of the work agreed upon in the grant application.
- Property owners receiving a grant must agree to the terms of a temporary maintenance agreement.
- Town or County permit costs cannot be reimbursed but may be used toward the property owner’s required match.
- Historic materials, features, and finishes should be retained, repaired when possible, or replaced in-kind. Alternative methods or materials may be considered on a case-by-case basis.
Ineligibility Criteria
- Non-Eligible Exterior Projects:
- Projects that do not adhere to the Secretary of the Interior’s Standards for the Treatment of Historic Properties. Examples include:
- Removal of historic fabric.
- Use of alternative products that are not approved.
- New construction.
- Planning costs (condition assessments, structural investigations, architectural and/or engineer drawings) may not be reimbursed and are not eligible for use toward the applicant’s required match.
- Projects that do not adhere to the Secretary of the Interior’s Standards for the Treatment of Historic Properties. Examples include:
Evaluation Criteria
- Relative historical and cultural significance of structure.
- Urgency of threat or need of repair.
- Extent to which the project preserves historic character and extends the building’s useful life.
- Provision for long-term preservation and continued use.
- Readiness of applicant to initiate and complete the project.
- Outstanding example of building type or era of construction.
