Public Diplomacy Grants Program 2025 (Turkey)

The U.S. Mission Turkey of the U.S. Department of State is pleased to announce that funding is available through its Public Diplomacy Grants Program.

The U.S. Mission Turkey invites proposals for projects that strengthen ties between the United States and Turkey through cultural and educational programming that highlights shared values and promotes bilateral cooperation. All proposals must include a U.S. cultural element, or connection with American expert/s, organization/s, or institution/s in a specific field that will promote increased understanding of U.S. policy and perspectives, unless otherwise stated below. In all priority program areas, innovative projects that use emerging technology and/or strengthen or expand existing networks across sectors are strongly encouraged.

Priority Areas

  • Shared Security: Support and advance cooperation between the United States and Türkiye through efforts to promote cooperation in NATO. Proposals must include public engagement, such as training, workshops, or other methods to increase dialogue around shared security issues. Proposals advancing the role of women in peace and security are encouraged.
  • Economic Prosperity and Promoting Innovation: Increase cooperation between U.S. and Turkish scientists, entrepreneurs, and researchers, through public engagements such as information-sharing gatherings, trainings, competitions, or workshops with students and other audiences. Innovative projects could use STEAM, economic prosperity programs, and emerging technologies to counter gender-based violence.
  • Democratic Values: Reinforce respect for international human rights norms within Türkiye. This may include promotion of democratic values, the rule of law, freedom of expression, and freedom of the press.
  • Turkish and American Cultural Ties: Build cultural, artistic, sports, and social ties between Turkish and American people. Projects which seek to preserve important tangible and intangible cultural heritage sites in Türkiye are included in this category.

Eligibility Criteria

  • U.S. Mission Türkiye encourages applications from the United States and Türkiye:
    • Registered not-for-profit organizations, including think tanks and civil society/nongovernmental organizations with project experience
    • Individuals
    • Non-profit or governmental educational institutions
  • All organizations must have a Unique Entity Identifier (UEI) issued via SAM.gov as well as a valid registration on SAM.gov.
  • Organizations and individuals with an existing, open grant with U.S. Mission Türkiye are ineligible to apply for additional grants until the existing grant is closed.

Ineligibility Criteria

  • Applicants are only allowed to submit one proposal per organization.
  • If more than one proposal is submitted from an applicant, all proposals from that applicant will be considered ineligible for funding.

Application Requirements

  • You may use your own proposal format, but it must include all the items listed below:
    • Cover sheet: States the applicant’s name and organization, proposal date, program title, program period proposed start and end date, and brief purpose of the program.
    • Proposal Summary: A short narrative that outlines the proposed project, including project objectives and anticipated impact.
    • Introduction to the Organization or Individual applying: A description of past and present operations, showing ability to carry out the program, including information on all previous grants from the U.S. Embassy and/or U.S. government agencies.
    • Problem Statement: A clear, concise and well-supported statement of the problem to be addressed and why the proposed program is needed. Program Goals and Objectives: The “goals” describe what the program is intended to achieve. The “objectives” refer to the intermediate accomplishments on the way to the goals. These should be achievable and measurable.
    • Project Activities: Describes the program activities and how they will help achieve the objectives.
    • Project Methods and Design: A description of how the program is expected to work to solve the stated problem and achieve the goal. Include a logic model as appropriate.
    • Proposed Project Schedule and Timeline: The proposed timeline for the program activities. Include the dates, times, and locations of planned activities and events.
    • Key Personnel: Lists the names, titles, roles and experience/qualifications of key personnel involved in the program. What proportion of their time will be used in support of this program?
    • Project Partners: Lists the names and type of involvement of key partner organizations and sub-awardees.
    • Project Monitoring and Evaluation Plan: This is an important part of successful grants. Throughout the time-frame of the grant, how will the activities be monitored to ensure they are happening in a timely manner, and how will the program be evaluated to make sure it is meeting the goals of the grant? 8
    • Future Funding or Sustainability: Applicant’s plan for continuing the program beyond the grant period, or the availability of other resources, if applicable.
    • Budget: Provides a detailed budget for the proposed project indicating unit rates and number of units for each expense.
