The U.S. Department of Justice (DOJ), Office of Justice Programs (OJP), Office of Juvenile Justice and Delinquency Prevention (OJJDP) are accepting applications for the Opioid Affected Youth Initiative to support activities that are effective, data-driven, coordinated, and sustainable to address opioid use and other substance use disorders impacting public safety, children, youth, families, and communities at large.
To expand the capacity, outreach efforts, and effectiveness of nationwide OJJDP-funded OAYI grantees, OJJDP will fund one eligible entity to provide targeted training and technical assistance (TTA) to implement prevention, intervention, and treatment programs that address the needs of those most susceptible to opioid and other substance use disorders, and provide support to families by implementing integrated services for parents and children that support families through treatment and recovery.
The successful applicant should also be able to deliver training and technical assistance focused on the following areas: strategic planning and program design with short- and long-term outcome measures, improvement or establishment of data collection systems that will better coordinate community-wide response efforts and resources, partnership development, and sustainability planning. It is strongly encouraged that the successful applicant will work in partnership with other OJJDP TTA providers and requests from the field to share and disseminate promising, innovative, and effective programs and strategies for addressing the opioid and substance use epidemic.
Goals and Objectives
- Goal 1: Provide onsite and remote technical assistance and support to OJJDP-funded Opioid Affected Youth Initiative grantees to develop project capacity and sustainability; strengthen outcome measurements; and improve the impact of OAYI project sites focused on prevention, intervention, and treatment of substance treatment programs:
- Objective 1: Provide services to OAYI project sites that document sites’ strategic plans and evaluation data.
- Objective 2: Develop, implement, and enhance TTA materials and activities based on best practices and provide OJJDP with innovative, promising, and effective strategies for addressing substance addiction disorders.
- Goal 2: Improve coordination outcomes for communitywide opioid and substance use response efforts and resources:
- Objective 1: Develop strategies and approaches to increase community partnership development and stakeholder engagement.
- Objective 2: Expand relationships with other OJJDP TTA providers to share and disseminate promising, innovative, and effective programs and strategies for addressing the growing opioid and substance use epidemic and mitigate public safety concerns.
- Goal 3: Implement strategies to support youth and family partnership participation:
- Objective 1: Support two Youth Fellows who are in substance addiction recovery and have lived experience in the youth justice system. The provider will select and manage two Youth Fellows who have lived experience in the youth justice system with substance use disorder or co-occurring substance use and mental health disorders. These Fellows will actively participate in all aspects of TTA efforts to ensure that they are grounded in and centered on young people’s lived experience.
