The U.S. Mission in Türkiye’s Public Diplomacy (PD) Section, within the U.S. Department of State, is pleased to announce the funding opportunity for a cooperative agreement to administer EducationUSA advising services throughout Istanbul, Izmir, and the greater Marmara and Aegean regions.
The awardee is expected to establish an EducationUSA advising center that offers a comprehensive collection of reference materials related to pursuing higher education in the United States and at least one full-time educational adviser working on this award, with personnel and operations able to quickly reach desired audiences in major population centers in the priority regions. The awardee would join the EducationUSA network as the primary point of contact in the priority regions to engage with students, parents, and higher education institutions (HEIs) in Türkiye about U.S. higher education opportunities. The awardee would be required to work with other already established members of the EducationUSA network in Türkiye.
EducationUSA network assists accredited U.S. HEI leaders to meet their campus internationalization goals, including strategic guidance to U.S. institutions regarding relevant international higher education systems and partners to enhance their international networks and potential partnerships. The EducationUSA network, in collaboration with Mission Türkiye and the U.S. Department of State’s Bureau of Educational and Cultural Affairs (ECA), also provides information on the U.S. higher education system to foreign governments and institutions.
This award will support the U.S. National Security Strategy, the Joint Strategic Plan, and Mission Türkiye’s Integrated Country Strategy by promoting study in the United States, increasing Turkish student engagement with U.S. peers, and increasing networks and partnerships between U.S. and Turkish HEIs, subsequently expanding ties between the people and government of the United States with Türkiye. Successful applicants will submit a proposal that clearly links strategy development, communications, marketing, advising, training, and evaluation activities to these goals in a thoughtful, practical, and effective approach.
EducationUSA centers and advisers provide accurate, current, and comprehensive information on U.S. higher education and opportunities to study in the United States to prospective international students, their parents, and foreign governments and educational institutions. They promote the recruitment, application, and admission of students to accredited U.S. HEIs; and in Türkiye, they assess the investment made in EducationUSA advising services compared to the number of students advised, admitted, and attending U.S. universities.

Participants and Audiences
- The audiences specified below apply to Istanbul, Izmir and the broader Marmara and Aegean regions.
- High-achieving and competitive students that are eligible for scholarships and studying at private/public secondary and higher education institutions in the priority regions.
- Students from all economic backgrounds at private/public high schools in the priority regions.
- Turkish Government officials and directorates of the Ministry of Education.
- K-12 administrators, teachers, counsellors, as well as international office staff of the universities and faculty in the priority regions.
- Parents of prospective students and young professionals in the priority regions.
- U.S. HEIs.
Eligibility Criteria
- The following organizations are eligible to apply:
- Not-for-profit organizations, including think tanks and civil society/nongovernmental organizations.
- Public and private educational institutions.
- Applications that have in-kind or cost-sharing support are considered stronger and will be given extra consideration.
