The UN Women seeks to partner with a national or international women-led and/or women’s rights organization (WLO/WRO), with operational presence and demonstrated capacity in Cox’s Bazar.
As Responsible Party, the selected organization will operate two MPWCs (Camps 4 and 4-Ext) and one Women’s Market (Camp 5), support six Rohingya women-led networks, and strengthen local WLOs/WROs’ capacities — enhancing protection, resilience, and market access for Rohingya women and girls in humanitarian settings.
In Cox’s Bazar, the focus of UN Women’s support to the Rohingya refugee response is on strengthening the resilience and livelihoods of Rohingya and host community women; promoting gender-responsive protection and the leadership of women and women-led or women’s rights organizations (WLOs/WROs); and coordinating efforts to enhance gender mainstreaming across the humanitarian response.
The aim of this call is to identify a national or international women-led and/or women’s rights organization (WLO/WRO) with an operational presence and demonstrated capacities in Cox’s Bazar, within the Rohingya refugee response, to implement the activities outlined.
Objectives
- Livelihoods and Skills Development Sector Objectives:
- Objective 1: Support skills and capacity building of Rohingya refugees/FDMNs following the Skills Development Framework that can support their sustainable repatriation and reintegration in Myanmar.
- Objective 2: Support Rohingya refugees/FDMNs in utilization of gained transferable and vocational skills to generate income opportunities in humanitarian and development sectors.
- Gender-Based Violence Sub-Sector Objectives:
- Enhance access to survivor-centred services by responding to individual needs, preventing, and mitigating GBV risks, and supporting survivors of Gender-Based Violence (GBV) in the Rohingya refugee/FDMN camps and targeted areas in host communities.
- Protection Sector Objectives:
- Promote peace and security by reinforcing interventions that promote the humanitarian and civilian character of asylum and social cohesion.
Funding Information
- The budget range for this proposal should be BDT 76,000,000 and no more than BDT 83,000,000 (625,000 USD and no more than 680,000 USD).
Competencies
- Technical/functional competencies required:
- Demonstrated commitment to working with women and girls that are economically, politically, socially, culturally, or otherwise excluded, marginalized, and/or disempowered.
- Operational presence in Cox’s Bazar with demonstrated experience contributing to the Joint Response Plan objectives through implementation of programmes focused on gender equality and women’s empowerment.
- Proven experiences operating facilities dedicated for women and girls within the Rohingya Refugee camps and host community.
- Proven experience to build capacity of the WLO/WROs on gender equality, PSEA, Women economic empowerment and reviewing policies/documents etc.
- Organizational profile having adequate permanent human resources and other office equipment and logistic support.
- Proven financial capability demonstrated by financial turnover supported by a registered audit firm for the last three years.
- Demonstrated track record of supporting UN and other International/National NGOs.
- Priority will be given to organization that is women-led and women’s rights focused to carry out the activities listed in this Call for Proposals.
- Demonstrated commitment and track record in integration of safeguarding principles and a “do no harm” approach in all activities and across all interventions.
- Other competencies, which while not required, can be an asset for the performance of services:
- Demonstrated experience in applying human rights-based approaches to advancing the leadership of women, including women with disabilities, ensuring women’s voices are heard.
- Demonstrated experience in programming and/or analysis related to women’s entrepreneurship and access to markets, including market linkages.
- Demonstrated experience in implementing accelerated adult learning initiatives and livelihoods and skills development trainings compliant with sector standards in the context of the Rohingya humanitarian response.
