United Nations Development Programme invites applications for ensuring justice for victim-survivors of sexual and gender based violence in Sri Lanka.
UNDP seeks to bring about a justice sector approach to address sexual and gender-based violence (SGBV) against women and girls, and gender minority parties, by designing and implementing a dedicated project. The project envisages empowering women, girls, and gender minority parties, including SGBV victim survivors. Project works to ensure access to justice, demand for better service delivery, and have a society free of SGBV.
Objective and Scope
The primary objective of this project intervention is to increase gender equality and protection for women, girls, and gender minority groups. One of the key outcomes of this project intervention to increase the capacity of women, men, girls, boys and their activism to change the norms of the community. They will be enabled to take collective action against SGBV in the broader community.
The main objective of this assignment is to strengthen engagement of men and boys to prevent and intervene in SGBV issues and related programs.

- Expected Outputs:
- Strengthen and expand the existing structures for engaging men and boys at national and district levels. Initially with four districts, namely Monaragala, Hambantota, Anuradhapura and Nuwara Eliya
- Collaborate with NYSC (National Youth Services Council) and Youth Corps to extend the outreach of men and boys at national and district levels.
- Build collaboration among district forums against SGBV and existing networks/community structures working with men and boys.
- Capacity development of CSO members/individual members on engaging men and boys in prevention of SGBV.
- Develop an analytical framework and knowledge base on deconstructing patriarchal masculinities. (Building upon UNDP led visual media on Equal Partners & SRHR education materials)
- Develop an analytical framework on transforming patriarchal masculinities.
- Develop modules and training materials on transforming patriarchal masculinities and power analysis.
- A toolbox with audio and visual materials of capacity development and audio tools for capacity development.
- School based programme on reflective journal writing (with 8 schools in 4 selected districts using tools that are field tested).
- Organize school based reflect circles.
- Develop a group of mentors and link them to each school programme.
- Initiate reflective journal system within schools through selected mentors (8 schools initially).

Eligibility Criteria
- Technical skills:
- Demonstrated experience in conducting assessments and mapping exercise related to men and boys engagement, preferably in the context of SGBV.
- In-depth knowledge of international best practices and efficient processes in handling SGBV cases.
- A comprehensive understanding on victim – centered approaches in handling SGBV cases and transformative power relations.
- Familiarity with capacity building and curriculum development in engaging men and boys to prevent SGBV.
- Strong research, analytical, and report writing skills.
- Excellent communication and presentation skills.
- Ability to work effectively with diverse stakeholders and maintain confidentiality.
- Demonstrate the ability to collect and collate accurate, meaningful, and comprehensive data.
- Demonstrate the ability to present the findings in a meaningful report.
- At least one member of the core team should be fluent in both Sinhala and Tamil languages.
- The service provider must have:
- More than five years (05) of experience in working in a similar capacity.
- Proven ability to undertake and deliver high-quality technical content.
- Experience working with UNDP or other UN agencies and understanding of UN global frameworks in relevant subject areas would be an added advantage.
- Experience in working with communities, specifically with men & boys and forums against SGBV at district and divisional level.
