The International Labour Organization through the “Advancing Digital and Green Skills for Youth in ASEAN” project is seeking the support of an institution based in the Philippines to conduct research focusing on the identification of digital and green skills needs in the construction sector in the Philippines.
It emphasizes the importance of aligning development with environmental sustainability, digitisation, and workforce skills development. With a focus on the construction sector in the Philippines, the project aims to invest in sustainable infrastructure, promote digitalization, and enhance youth employment through the development of digital and green skills upskilling and reskilling programmes and enhancement of apprenticeships programmes.
To address the evolving needs of sustainable green construction, it will focus on developing industry-led and regionally recognized digital and green skills programmes while enhancing apprenticeship programmes to support young people’s access to labour markets and providing upskilling for existing workers with additional digital and green skills to improve their employability at the national level.
Objectives
- The proposed assignment is a carry out research on the identification of digital and green skills needs in the construction sector in the Philippines in light of current trends and changing landscape of the sector.
- The purpose of the research is to identify skills needed for digital and green transformations of the sector and immediate and mid-term reskilling and upskilling needs with focus on digital and green skills. The assessment includes skills requirements for both new and emerging occupations and job roles; and for existing occupations and job roles, adopting to support greener and more digitalized construction practices.
- This research, which includes both quantitative and qualitative methods, will be primarily based on the analyses of primary data/information drawn from key informant interviews and focus-grouped discussion combined with enterprise-based surveys.
- The finding of the research will inform the design of subsequent project activities, including the development of regional skills standards and training programmes to mainstream digital and green skills in the construction sector.
Stages
- The following items are the specific tasks for the institution:
- Inception Stage: outputs include sectoral analysis, development of tools (questionnaire), work plan and list of stakeholders to be included in the research:
- This stage will include a desk review on sector profile, business environment and future growth prospects in pursuing digital and green transformation of the construction sector in the Philippines.
- Data collection stage:
- Facilitation of structured interviews, output should include independent, or group interview sessions carried out with key informant interviews
- Distribution out employer survey questionnaire, outputs include completed questionnaire from at least 50 employers (either in person or online).
- Reporting stage: outputs include a report on the skills needs assessment:
- Preparation of a draft report based on the analysis of the results of structured (KII) interviews and the employers’ surveys data which providing insight into the skills needs identification for the green and digital transformations.
- Validation stage: outputs include participation in the national tripartite validation workshop:
- A national validation workshop will be organised in the Philippines to present the findings to the key stakeholders in the construction sector and collect feedback and inputs to confirm and validate the findings.

Application Requirements
- Interested bidders are invited to submit the following documents to the ILO in English:
- Cover email with short expression of interest (<2 paragraphs, not exceeding 100 words).
- Short technical proposal (<3 pages, not exceeding 3,000 words) outlining the proposed methodological approach and process for conducting the study, as well as a financial offer based on a daily fee expressed in USD.
- Organizational profile and CVs/resumes of all proposed team members.
- Evidence of similar previous published works (up to two examples e.g., reports, analytical briefs, etc).
