The Patient-Centered Outcomes Research Institute (PCORI) has released this Call for Proposals (CFP) for Health Systems Implementation Initiative (HSII) Implementation Projects.
The Health Systems Implementation Initiative (HSII) is a PCORI Dissemination and Implementation program funding initiative that extends current and past PCORI implementation efforts to promote the uptake of evidence developed through PCORI-funded research and supported by the larger body of evidence. With HSII, PCORI will provide targeted funding directly to participating healthcare delivery systems (HSII Participants) to support Implementation Projects in their care delivery settings.
The goal of these projects will be to establish practices within HSII Participant systems that improve evidence-based health care and patient outcomes. Further, these efforts will demonstrate feasible and sustainable approaches for integrating evidence into practice, paving the way for additional and ongoing uptake within these systems, as well as lay the groundwork for future scale-up efforts nationwide.
Evidence Topics
- This CFP includes four topics as the focus of proposed HSII Implementation Projects or HSII Pilot Projects. The first two are the same topics included in the first CFP for HSII Implementation Projects. The second two are new topics.
- Intensive Lifestyle Treatment for Weight Loss in Primary Care Settings.
- Appropriate Antibiotic Prescribing for Children With Acute Respiratory Tract Infections (ARTIs).
- Addressing Hypertension in Adults.
- Monitoring Electronic Patient-Reported Outcomes During Cancer Treatment.
Project Types
- Applicants have the opportunity to propose one of two project types:
- HSII Implementation Projects. These projects will have the goal of broadly integrating evidence into care delivery within the health system’s settings. HSII Implementation Projects should accomplish the desired practice change in ways that are sustainable within the HSII Participant delivery setting and scalable within their system, as relevant. Projects will include rigorous program evaluation that documents the execution of implementation activities, as well as the impact on health and healthcare outcomes.
- HSII Pilot Projects. These projects will have the goal of developing and/or refining a proposed implementation approach — i.e., a bundle of implementation strategies — and then piloting the use of the approach by integrating use of the evidence on a small scale. Project evaluation will be designed to demonstrate the feasibility and readiness of that approach, paving the way for a broader effort within the health system once the HSII Pilot Project is complete.

Eligibility Criteria
- Eligible Topics for Implementation: Applicants must propose projects that focus on the findings PCORI identifies in this CFP, which are drawn from published, peer-reviewed evidence emerging from selected areas of PCORI investment in patient-centered comparative clinical effectiveness research.
- Eligible Organizations: Organizations that participate in the Health Systems Implementation Initiative (HSII; i.e., organizations that have a fully executed Master Funding Agreement [MFA] with PCORI for HSII) are eligible to submit a proposal in response to this CFP for HSII Implementation Projects. These organizations will be referred to throughout this CFP as HSII Participants
- Eligible Principal Investigators: For the purposes of this CFP, the term Principal Investigator (PI) refers to the individual selected by the HSII Participant to lead the proposed Implementation or Pilot Project. The PI must be an MFA Project Lead designated in the MFA entered by the HSII Participant. A project may have up to two PIs (Dual PIs). If proposing a Dual PI structure, at least one PI must be an MFA project lead designated in the MFA; the other can be another system leader or a second MFA Project Lead (if two MFA Project Leads are designated in the MFA).
