CFAs: Remote Site Monitoring Exchange Program (Algeria)

The U.S. Embassy Algiers of the U.S. Department of State announces an open competition for organizations to submit applications to carry out a capacity building exchange program with U.S. National Parks Service that will support Algerian efforts in remote site monitoring of Tassili N’ajjer and Ahaggar Cultural Parks.

Objectives

The program is meant to support the bilateral MOU on cultural heritage protection between the United States and Algeria. From November 2024 to April 2024 the program will fund a series of exchanges between U.S. National Park Services representatives and Algerian government representatives with the aim of exchanging knowledge regarding remote site monitoring in the Tassili N’ajjer and Ahaggar Cultural Parks. The grantee will be responsible for facilitating the experts inbound and outbound travels as well as arranging training sessions in Algeria and the United States. The grant should cover all costs associated with arranging and paying for international and domestic travel, including airfare, lodging, and per diem.
Sample activities include:
- International and domestic travel:
  - Small outbound delegation (~2 people) from U.S.A to Algeria in Winter 2024
  - Mid-size inbound delegation (~8 people) from Algeria to U.S.A in Spring/Summer 2025
  - Small outbound delegation from U.S.A to Algeria in Winter 2025.
- Training:
  - Potential Algeria-based training locations: Algiers, Tamanrasset, and/or Djanet
  - Potential U.S.-based training locations: NPS parks (preferably in desert conditions)
- Outreach:
  - Public awareness campaign
  - Digital outreach campaign
Please note that funds transfer is not possible to Algerian officials nor to Algerian institutions.

Funding Information

Total Amount Available: $85,000, subject to funding availability
Program Performance Period: Proposed programs should be completed in 18 months or less.

Participants and Audiences

Exchange participants should include experts and government officials from both U.S. National Parks Service and the Algerian government.
The intended target audiences are: Algerian government officials, Algerian cultural parks employees, local community leaders, and Algerian public.

Eligibility Criteria

The following organizations are eligible to apply:
- Foreign Institution of Higher Education
- Foreign-based non-profit organizations/nongovernment organizations (NGO)
- Foreign Public Entity, where permitted.
- S. not-for-profit organizations, including think tanks and civil society/non-governmental organizations.
- S. and other countries public and private educational institutions.
In order to be eligible to receive an award, all organizations must have a Unique Entity Identifier (UEI).
Preference for organizations with prior experience working with the U.S. National Parks Service.
Organization should have or get all required authorizations to work in Algeria from Local authorities and obtain authorization to work on the project for the execution phase.
