The Division for Ocean Affairs and the Law of the Sea of the Office of Legal Affairs of the United Nations (“OLA/DOALOS”), is now accepting applications for the 2024 session of the United Nations – The Nippon Foundation Strategic Needs Fellowship Programme.
The Nippon Foundation Strategic Needs Fellowship is to assist developing States, particularly least developed countries, small island developing States and landlocked developing countries to address identified strategic needs in the implementation of the United Nations Convention on the Law of the Sea (UNCLOS) and related instruments, as well as Sustainable Development Goal (SDG) 14 and other related SDGs. The Fellowship is targeted at Government officials with limited background in ocean affairs and the law of the sea who are filling key positions in their Administration and who are tasked to address the needs referred to above.
Selected Fellows participate in a four-month training programme based on a foundation curriculum, integrated by a highly customized individual curriculum developed in consultation with the nominating State, at OLA/DOALOS at United Nations Headquarters in New York.
Fellowship Structure, Curriculum and Deliverables
- The Fellowship consists of a four-month training programme at the Division for Ocean Affairs and the Law of the Sea, Office of Legal Affairs of the United Nations Secretariat, at the United Nations Headquarters in New York. A highly customized individual curriculum is developed by DOALOS for successful candidates, based on the high‐priority needs identified by their States and with a view to building the capacity of Fellows to assist the State in effectively addressing those needs.
- In addition, the Fellows will be fully integrated in the training activities developed for the UN-NF Fellows, thereby being exposed to opportunities for additional learning and networking.
- The deliverables of the Fellowship Programme include a number of assignments to be completed in the context of the training curriculum and the development of an ocean governance matrix.
- Depending on needs identified, Fellows may, during the four-month training programme, undertake a learning placement with either a Department of the United Nations Secretariat, a specialized agency, or an organization affiliated with the United Nations or other relevant organization.
- The Strategic Needs Fellowship is offered annually, usually between the months of August and December.
Stipend and Book Allowance
- Fellows will receive a stipend each month during their Fellowship, both during their time in New York and, for United Nations – Nippon Foundation Fellows participating in the 9-month programme, during their time at the second phase host institution. The stipend is paid from the date a Fellow departs from their home country, and ends on the date of completion of the Fellowship, including a maximum travel time of up to two days by the most direct air route, in accordance with United Nations travel rules.
- The stipend paid to Fellows while outside their home country is a monthly allowance intended to cover the cost of lodging, board and other essentials such as local transport. The stipend is normally payable in the local currency of the host country. The stipend is not a salary or honorarium and is not intended to cover the Fellows’ continuing expenses at home for either themselves or their families.
Eligibility Criteria
- To qualify, candidates must:
- Be between the ages of 25 and 40
- Possess at least a first-level university degree or equivalent
- Demonstrate an ability to undertake advanced academic research and studies
- Be from a developing State
- Be Government officials dealing directly with strategic issues related to sustainable development of oceans and seas (e.g. the implementation of the 2030 Agenda for Sustainable Development; national and/or regional ocean policy; the establishment of maritime zones and/or the delimitation of maritime boundaries; coastal zone management; conservation and management of marine living resources; maritime transport and shipping; maritime security; the protection and preservation of the marine environment; and/or marine science).
