The United Nations Framework Convention on Climate Change is seeking applications for its CAPACITY Fellowship Programme to develop capacity of negotiators and therefore increasing the level of implementation of the Paris Agreement.
The CAPACITY Fellowship Programme contributes to building capacity for addressing climate change in Small Islands Developing States (SIDS) and Least Developed Countries (LDCs), through the development of local professional expertise by:
- Supporting innovative analytical work on climate change in the context of sustainable development;
- Promoting a network of experts who can bring creative and innovative options to bear on questions of climate change;
- Encouraging the leadership potential of young and promising professionals in their fields.
Roles and Responsibilities
- Expertise is sought in the following:
- Assisting the Director and Division staff in developing innovative integrated approaches to means of implementation, thereby promoting coordination and coherence across capacity building, climate finance, and climate technology development and transfer and related crosscutting issues;
- Conducting analysis of relevant substantive issues, including those relating to capacity-building, climate finance, and climate technology development and transfer, and their linkages as contribution to the implementation of mandates coordinated by the Division;
- Assessing the needs of developing countries, in the fields of capacity-building, climate finance, and climate technology development and transfer;
- Exploring the synergies and complementarities between the work of the Means of Implementation constituted bodies, namely the Paris Committee on Capacity-building, the Standing Committee on Finance, and the Technology Executive Committee;
- Developing and managing cross-divisional projects integrating various means of implementation in support of the needs of developing countries especially Least Developed Countries and Small Island Developing States;
- Supporting climate change negotiations in thematic areas relevant to the Means of Implementation Division, especially in relation to capacity-building, during the meeting of the Subsidiary Bodies as well as during the COP.

- Have gained experience in project development and management;
- Have knowledge related to the linkages of substantive workstreams under the UNFCCC with relevant sustainable development goals and the related work of other UN organizations;
- Have acquired understanding of the functions and operating modalities of the UNFCCC secretariat, including in the context of the meetings of subsidiary and governing bodies of the Convention, the Kyoto Protocol and the Paris Agreement.
- Mentoring on the specific substantive aspects of the incumbent’s work will be provided by staff currently working on similar responsibilities.
Funding Information
- The monthly stipend including allowances is EUR 4500.
Eligibility Criteria
- The Fellowship Programme is open to individuals who are:
- Currently employed in a governmental organisation (national, regional, provincial or local) including educational institutions, research institutes and ministries.
- A national of an eligible LDC and SIDS country as listed.
- Maximum of 40 years of age at the closing date of Fellowship Opportunity notice;
- The secretariat values inclusiveness, diversity and gender equity.
Application Requirements
- Educational background
- Required: Master’s degree in international relations, climate change, environmental, engineering, economics, finance, management, development studies or social sciences, or a related field. A combination of a first-level university degree and an additional two years of relevant work experience may also be accepted in lieu of an advanced degree.
- Experience
- Required: At least three years of research and writing experience in climate change, environment development, or other related fields.
- Language skills
- Required: Proficiency in written and spoken English.
- Desired: Knowledge of another UN official language.
