UNDP BiH announces a public call to the owners of individual residential buildings from the area of Sarajevo Canton for subsidizing the replacement of coal and other solid fuel stoves/boilers with certified stoves/boilers, heat pumps and gas condensing boilers (Pilot project).
The United Nations Development Program (UNDP) in Bosnia and Herzegovina, the Sector for Energy and Environment, and the Ministry of Communal Economy, Infrastructure, Spatial Planning, Construction and Environmental Protection of the Canton of Sarajevo signed an Agreement on Cooperation on the Implementation of the Pilot Project of Subsidizing the Replacement of Coal Stoves/Boilers and other solid fuels to certified stoves/boilers, heat pumps and gas condensing boilers in households in Sarajevo Canton.
Goals
- The goals of the Project are:
- improvement of air quality,
- reduction of energy consumption for household heating,
- reduction of household heating costs,
- promotion of good practice for household heating and creation of preconditions for its establishment sustainable model to support the replacement of non-certified boilers and stoves
- development of the certified pellet market
- development of the market of certified boilers
- In addition to the stated goals, the implementation of the Project will lead to an increase in economic activities in Sarajevo Canton.
Users and conditions of the Public Call
- Owners of individual residential buildings in the area of Sarajevo Canton, who use solid fuel boilers and stoves (coal and firewood) for heating, have the right to participate in the Public Invitation. In case the building is also used for business purposes, the share of residential area must be at least 51% in the total useful area of the building in order for the building to be eligible for a subsidy under the Project.
- The project envisages the replacement of existing boilers and stoves in individual housing units that are registered in the land register (proof of the ZK extract with the registered object or the use permit for the object in question). The facilities must be intended for permanent residence, which means that facilities such as weekend facilities are not covered by this project. Also, buildings on which illegal works have been carried out (extensions, superstructures, etc.) are not eligible for subsidizing the replacement of furnaces/boilers.
Subsidies for the replacement of solid fuel stoves/boilers
- The transition to the use of pellet stoves/boilers will be subsidized by the purchase of characteristic equipment (boiler, circulation pump, expansion vessel – in accordance with the design solution), and a maximum of 5,000.00 KM per subsidy user.
- Switching to heating using condensing gas boilers will be subsidized by the purchase of characteristic equipment (gas condensing boiler in accordance with the project documentation) and a maximum of 3,000.00 KM per user.
- Switching to heating using heat pumps will be subsidized up to 40% of total investment, and a maximum of 7,000.00 KM per subsidy beneficiary.
- creation of project documentation for the replacement of solid fuel stoves/boilers by an authorized design firm
- procurement of heat pumps from authorized manufacturers/distributors (UNDP will form a list of heat pumps that meet EU standards)
- installation of a heat pump by a contractor selected by UNDP through a public tender calls
Required documentation for application to the Public Call
- ZK excerpt or legally valid use permit, as proof that it is a legally built individual residential building, intended for permanent residence,
- house list and certificate of place of residence for all household members (CIPS certificate),
- written consent of all co-owners of the facility (if there is more than one of them) for which the public invitation is applied for (statement of agreement with the terms of the Project or agreement on representation, where the signatures are certified by an authorized body or the document is notarized/legally processed),
- a certified statement of the owner of the building – the applicant that no illegal works have been carried out on the building (extensions, superstructures, etc.); in case there are several owners, it is sufficient for the applicant to make this statement as one of the co-owners.
