The Departmental Plan for Family Services (SDSF) 2022-2026 calls for stronger coordination of actors who cover the offer of services and support for young people and in particular to strengthen and structure an offer adapted to young people.
The Department, through its proactive “youth” policy and the vote in the departmental assembly on December 13, 2022 of a dedicated action plan, aimed at strengthening support for those who are the future of the territories, wishes to promote commitment and initiatives carried out by young people from the Hauts-Alpes region.
In this context, the services of the State, the Department and the Caisse Commune de Sécurité Sociale des Hautes-Alpes are jointly launching this call for projects for the third year, so as to:
- to improve the coverage rate in the department of provision targeting 11-17 year olds;
- to qualitatively improve the offer, particularly in supporting young people towards autonomy;
- to harmonize procedures for young people;
- to structure and lead a network of youth actors in the Hautes-Alpes department.
Intervention Framework
- This call for projects is aimed at all young Hauts-Alpins forming a collective. They are encouraged to form mixed groups both socially and gender-wise to best meet their desired ambitions.
- The call for youth projects in the Hautes-Alpes 2024 is aimed at young people aged 11 to 17 and supports the first collective projects of a social utility or general interest nature. It is intended for young people who need a financial boost, and/or methodological support to get started.
- The projects are monitored at the local level by a legal entity in which at least one adult is identified as the project referent. For example, the project can be accompanied by a facilitator from a youth structure (teen club, youth reception, social center, MSAP, etc.): it is thus possible for young people to move towards the youth structure of proximity.
- These structures supporting youth groups are also invited to identify an elected “sponsor” of the project (member of the association’s board of directors, municipal councilor, etc.) who will follow the project throughout its different stages (e.g. presence during the jury).
- The project must demonstrate the involvement of young people in its design and implementation:
- Support initiatives led by young people;
- Encourage young people to build their projects;
- Support specific initiatives aimed at young people;
- Encourage their initiatives and take responsibility and contribute to their integration into society by promoting life in the city;
- The area of intervention is thus very wide open:
- cultural openness of young people,
- Social Action,
- environmental protection and sustainable development,
- democratization of access to sporting activities,
- Arts and Letters,
- animation and local development,
- education,
- science and technology,
- digital,
- citizenship and local life,
- meeting young people from diverse territories,
- humanitarian and international solidarity,
- The project must allow local animation and encourage the establishment of a territorial dynamic, particularly in territories where few educational actions are developed.
- In order to strengthen the operational approach in the management of projects, young people are asked to define success criteria in their application files. These elements should allow young people to question the restitution process which will be considered subsequently, once the project has been completed, to share their experiences in their territories. Each winning candidate must respect the following moral commitment: use of the fund for the action that has been presented, obligation of publicity by highlighting the logos of the SDJES service of the DSDEN, the Common Social Security Fund and the Department of High mountains.
Funding Information
- The amount of the grant will be between a minimum threshold of €500 and a ceiling of €5,000.
- Two cumulative criteria must be respected:
- The total amount of financing granted cannot exceed 80% of the project cost.
- Total revenue cannot exceed 100% of the project cost.
- Young people are asked to build a financing plan for their project by promoting co-financing requests and self-financing actions planned or in progress.
Mandatory Criteria
- Young beneficiaries must live in Hautes-Alpes;
- The project must be supported and validated in advance by the project’s referring structure;
- The project must be carried out by a collective (at least 2 young people);
- Candidates must plan a presentation of their projects;
- The winning candidates must plan to provide feedback at the local level by presenting their project to an identified audience (town hall, school, social center, sports clubs, etc.) and possibly at the departmental level at the request of funding organizations;
- Compliance with deadlines for submitting applications;
- The young person must be the effective initiator of the project;
- Self-financing actions must be proposed.
Ineligible
- Projects presented by structures as part of their regular activities;
- Projects on young people’s school time;
- Projects organized within the school framework between teaching staff and students for academic or work-study purposes;
- Outings organized by educational establishments;
- Projects relating to participation in or the organization of a sports competition included in the federal calendar;
- Study and internship projects as well as occasional needs (housing, health, transport, permits, etc.);
- Projects proposed by a facilitator without initiative and responsibility of young people;
- Projects supervised by medical-social establishments or services.
