Goethe-Institut invites interested applicants to submit the technical proposal for the external services in the framework of the EU-funded project EU4Culture – “Final Evaluation of the EU-funded project “EU4Culture”.
The-Goethe-Institut is the Federal Republic of Germany’s cultural institute, active worldwide. It promotes the study of German abroad and encourages international cultural exchange.
Goethe-Institut together with Czech Centres, Danish Cultural Institute, and Institut Francais de Georgie, implements the EU funded project “EU4Culture”. The project supports cultural sector as driver of economic development in Eastern Partnership Countries.
Objective
- Objective of the project final evaluation is to examine project’s relevance, effectiveness, efficiency, sustainability, impact and coherence (OECD-DAC criteria). Furthermore, as an additional criterion the final evaluation may consider the criterion of a value-based working approach (cf. Goethe-Institut publication Culture Works. Using Evaluation to Shape Sustainable Foreign Relations). This criterion analyses to what extent intercultural understanding, a culture and context sensitive working approach, and working as partners in dialogue has been fulfilled.
Scope
- The time scope of the Final Evaluation is the duration of the EU4Culture project from January 2021 to December 2024. Geographically, the final evaluation covers project’s implementation in the Eastern Partnership countries: Armenia, Azerbaijan, Belarus (non-governmental institutions, including relevant NGOs, SCOs, private representatives of the CCI sector of Belarus), Georgia, Republic of Moldova and Ukraine. The final evaluation will focus on achievement of project’s results and objectives in view of the target values set in the Logical Framework Matrix (LFM) of the project.
- Key issues to be addressed in the final evaluation report
- Assessment of the project relevance, effectiveness, efficiency, coherence, sustainability and impact (OECD-DAC criteria).
- Achievement of the target values for the EU4Culture overall objective, specific objectives and outputs.
- To what extent are cross cutting issues reflected in the project.
- Recommendations for future actions to be undertaken by the donor organizations, international organizations, and national authorities for further development of the sector.
Budget
- Budget for the assignment shall be set within the maximum ceiling of EUR 40,000 including all taxes.
Language
- Official Language of the EU4Culture project is English. Therefore, the Language of the Assignment is English.
Type of Entities Eligible to apply and Subcontracting
- The EU4Culture project may work with the external service provider, represented by an individual/private expert or by a legal entity. The composition of the evaluation core team must be indicated in the technical offer.
- The applicant and/or any subcontracting entity/expert must be either registered (in case if legal entity) in the European Union or be a citizen of the European Union.
- The applicant must meet following qualification requirements:
- Master’s degree or equivalent in social and/or political sciences, culture, creative economy, or another relevant field
- At least five-year experience in data collection (qualitative and quantitative), data processing, evaluation
- Experience of evaluation of EU funded projects
- Experience of evaluation of multi-country projects
- Proven experience of working with OECD / DAC criteria
- Relevant experience and profound understanding of Eastern Partnership Region
- Excellent English language writing and communication skills
- The External Service Provider is generally not allowed to subcontract any part of the activities or contract, unless a specific component requires in-depth knowledge of the local context, language, or legal specificities in the targeted countries. Subcontracting decisions must be justified, demonstrated, and must fit within the proposed methodology.
