The CIVITAS initiative supports cities in gaining better access to innovative solutions and in addressing their transport challenges through take-up and transfer activities such as twinning sessions, co-creation workshops and site visits.
Between 2023 and 2027, CIVITAS will select 12 Challenge cities and 24 Champion cities to participate in the programme. As a result of the CIVITAS Replication and Deployment programme, the 12 Challenge cities will develop a Deployment Plan each which is meant to address the challenge they originally identified.

Funding Information
- Challenge cities will receive:
- financial support up to €1.300 to host a site visit in their city
- financial support up to €875 to travel to their twin city for a site visit
- Champion cities will receive:
- financial support up to €875 to travel to a Challenge city for a site visit
What will be the tasks of cities involved?
- As a Challenge city, you commit to:
- Select a concrete mobility challenge that you wish to address during the programme
- Participate in all the take-up and transfer activities (both online and in person), which include:
- one twinning session online,
- contribute to two co-creation workshops (one for you and one for your twin Challenge city),
- host one site visit in your city,
- travel and visit your twin Challenge city,
- develop your deployment plan.
- As a Champion city, you commit to:
- Share your project(s) results and best practices with your peers
- Participate in the following take-up and transfer activities:
- contribute to one co-creation workshop,
- travel and visit a CIVITAS Challenge city and share your best practices with them to help them address their mobility challenge
Eligibility Criteria
- This call is open to all cities based in EU Member states or Horizon Associated Countries.
- Iceland, Norway, Albania, Bosnia and Herzegovina, North Macedonia, Montenegro, Serbia, Turkey, Israel, Moldova, Switzerland, Faroe Islands, Ukraine, United Kingdom, Tunisia, Georgia, Armenia.
- However, for Challenge cities applications, priority will be given to cities that applied to become one of the 100 Mission Cities but where not selected.
- For Champion cities applications, priority will be given to cities that have been involved or are currently involved in CIVITAS projects, in order to boost the replication of CIVITAS measures and solutions.
