The project “Building an Efficient and Transparent Public Finance System in Bosnia and Herzegovina (BET – PFM)” invites local government units (LGUs) in Bosnia and Herzegovina (BiH) to apply for participation in its implementation.
Objectives
- As part of this public call, local governments will have at their disposal:
- Technical support in establishing a system for efficient public asset management;
- Support to optimize public spending and increase investment in capital investments, improve internal control, and practices and procedures for green and gender-responsive public procurement.
Goals
- This goal is planned to be achieved through two interconnected and complementary results:
- Local government units (LGUs) have developed internal acts and a regulatory framework for public finance management, which includes sustainability principles.
- Local governments have adopted and are implementing public financial management policies, practices and procedures.
Eligibility Criteria
- Basic (eliminatory) criteria:
- The local government has a valid local development strategy;
- Motivation of local governments to continuously support good local governance and responsible management of public finances;
- The latest audit report received a positive or qualified opinion.
- Additional criteria:
- The local government has a property register with unit values;
- The local government has internal regulations (Decisions) and/or rulebooks that regulate property management;
- The local government has a systematized position/positions for asset management;
- The local government has mapped business processes and associated risk registers;
- The local government has adopted the Regulation on Public Procurement;
- Specific criteria:
- After evaluating the submitted applications according to the basic and additional criteria, specific criteria will be applied to ensure that the project implementation:
- the representation of local governments from both entities will not be less than 40%;
- planned participation of 60% of medium-developed local governments in the total number of newly elected partner local governments;
- planned participation of 10% of underdeveloped local governments in the total number of newly elected partner local governments;
- complementarity/avoidance of overlapping activities with similar interventions in local government;
- preference in selecting local governments that did not participate in the Project for Improving the Efficiency of Local Services (PIPLS) in BiH, for the sake of wider territorial coverage;
- potential grouping of LGUs into geographic clusters to enable faster interaction and mutual learning, and ensure cost-effectiveness in providing Project support
- After evaluating the submitted applications according to the basic and additional criteria, specific criteria will be applied to ensure that the project implementation:
Application Requirements
- Local governments applying for the call should submit the following documentation:
- Completed, signed and certified Letter of Intent;
- Completed, signed and certified Application Form;
- A copy of the current local development strategy or a signed statement from the mayor that the development of the Strategy is underway;
- A copy of the latest audit report;
- A copy of documentation proving that the local government has a property register;
- A copy of documentation proving that the local government has internal documents for asset management;
- A copy of the Rulebook on job classification and/or job descriptions;
- A copy of documentation proving that the local government has mapped business processes and associated risk registers;
- A copy of the Public Procurement Regulations.
