The Young Heroes is seeking qualified individuals or organizations to conduct a feasibility study on disability inclusion. This is a vital step toward building a more inclusive future for all.
Objectives
- Children with disabilities in Eswatini enjoy equal rights to education, healthcare, protection and inclusion, supported by sustainable, inclusive systems and empowered communities.
- The specific objectives of the feasibility study are:
- Assessment of the socio-economic situation and legislative and/or policy landscape of a project on creating inclusive communities for children with disability (CWD) in Eswatini.
- A critical review of the theory of change and planned project strategies and an assessment with regard to relevance, effectiveness, efficiency, impact, and sustainability.
- Assessment of the capacity of Young Heroes and Imbita in view of the planned intervention with the suggestions, where necessary – of measures to strengthen the capacity of the organizations.
- Recommendations for the project strategies, project measures, and provision of alternatives to the strategies, where applicable.

- Expected Outcomes: The analysis should be limited to the governmental capacities, competences, and policies, as well as the socio-economic challenges related to the Inclusion of Children with Disabilities. The following questions should be answered in order:
- What is the status of the implementation of the National Disability Action Plan 2024 – 2028 on people living with Disability in Eswatini? Which line ministries are mandated for the implementation of and to what extent have they operationalised the National Action Plan? On which measures the implementation is lacking?
- What is the status of the implementation of the Disability Act No.109 of 2018? Which structures are mandated for the implementation and to what extent have they operationalised the National Act? Which possible synergies the project can build upon to promote its implementation and in holding the relevant actors accountable?
- Expected Outcomes: The analysis should be limited to the governmental capacities, competences, and policies, as well as the socio-economic challenges related to the Inclusion of Children with Disabilities. The following questions should be answered in order:
- Analysis of the governmental duty bearers for the Inclusion of Children with Disabilities:
- Expected Outcomes: This section should answer at least the following questions:
- Do the relevant government stakeholders (MoH, MoE, DPMO, and MTAD) at national and regional levels share a common understanding of the needs and of the planned project objectives derived thereof? If not, what are the differences in understanding?
- What capacities, competencies or strategies are available and in use at the national, regional, and administrative levels for ensuring access to services and support for all children’s? Which possible synergies the project can build to promote inclusion?
- Expected Outcomes: This section should answer at least the following questions:
- Capacity assessment of the Young Heroes and Imbita to implement this project:

- What technical capacity, financial capacity, advocacy competency, and staffing does Young Heroes and Imbita have to implement the envisioned project and its strategies in the project locations?
- What are the capacity and competency gaps of Young Heroes and Imbita for successfully implementing the project strategies? How can the gaps be narrowed down?
- Expected Outcomes: This section should answer at least the following questions:
- Analysis of the project and its strategies against the DAC-criteria:

- How relevant is the project to the needs of the target groups (rights holders and duty bearers)?

Eligibility Criteria
- The team lead should have at least a master’s degree in the relevant fields, such as disability inclusion, Developmental Studies or Social Sciences.
- Should have at least 5-years of consultancy experience in feasibility studies.
- Proven expertise in the field of Inclusion of Children with Disability and/or Advocacy and Cooperation Work at the National Government Level.
- Knowledge of the political and socio-economic context of Eswatini.
- Expert-level knowledge on participatory project planning, rights-based approaches, and child rights.
- Should have at least five years’ experience in the above-mentioned topics.
- Should have experience with designing data collection tools and data analysis within NGOs.
- Should have experience with participatory monitoring approaches and tools.
- Ability to communicate fluently in English. Effective communication skills in Siswati are a valuable asset.

- A detailed financial proposal with a breakdown of costs for professional fees, travel, perdiems, taxes, and other related costs. The financial proposal must be set up in EUR (with conversion rate used). Other currencies are not acceptable.
