CFPs: Community Mobilization for Social Norm Change

The United Nations Population Fund, an international development agency, invites qualified organizations to submit proposals for the building of champions from parents/families, community-based organizations, religious and traditional leaders, men/boys for social norm change to lead community mobilization activities for social norm change.

The primary objective is for each module, encompassing GBV watch groups, men and boys, and 4Ps parent leaders, to inform and strengthen each other throughout the process of conducting activities, including consultations, capacity building, and localized planning for community-led initiatives.

Objectives

  • They seek the support of qualified non-government/civil society organizations to achieve the following objectives:
    • Enhanced training modules for community mobilization
      • Strengthened and harmonized training materials tailored for different community groups while ensuring alignment knowledge and skills to actively monitor, prevent and respond to GBV in the community.
    • Capacity building and engagement of CBOs
      • Effective training and empowerment of the following groups:
        • Women and youth-led organizations: Strengthened leadership and advocacy skills to promote gender-equitable norms.
        • Men and boys: Increased awareness, commitment, and proactive engagement in preventing GBV and fostering positive masculinities.
        • Parents and families: Enhanced knowledge and support systems to create safe, gender-equitable environments at home and in the community.

Scopes

  • The Implementing Partner (IP) will work closely with the UNFPA Gender Team to support the implementation of a multi-stakeholder initiative aimed at strengthening community mobilization for gender equality. This initiative, in collaboration with the Philippine Commission on Women (PCW) and the Department of Social Welfare and Development (DSWD), follows a phased approach with three key components:
    • Strengthening the GBV Watch Groups Module
    • Engaging Men and Boys in Gender Equality, SRHR Promotion and GBV Prevention
    • Empowering Parents and Families for GBV Prevention and SRHR Promotion

Geographical Location

  • The scope of the engagement will focus on CP priority areas such as but not limited to the following:
    • Catanduanes
    • Maguindanao del Sur
    • Maguindanao del Norte
    • Eastern Samar
    • Samar

Eligibility Criteria

  • Potential implementing partners may be a non-government organization, women’s rights or women-led organization with experience on the following:
    • Extensive experience in conducting community-based gender equality, GBV prevention and SRHR promotion programs, with a focus on engaging men and boys, religious and traditional leaders, and families.
    • Demonstrated expertise in developing and implementing culturally and religiously sensitive training programs on gender equality, positive masculinity, GBV prevention and SRHR promotion, with a strong capacity to apply a gender-transformative approach (GTA) that ensures the active participation of women and girls as key agents of change.
    • The expert should also demonstrate the ability to create accountability frameworks that ensure men and boys’ engagement in gender norm transformation is aligned with women’s and girls’ needs, leadership, and empowerment
    • Proven capacity to apply a GTA to ensure that interventions actively address power imbalances and structural inequalities
    • Strong understanding of the social and cultural context in the Philippines, particularly in the 9CP areas, and the ability to adapt interventions to local needs and priorities.
    • Proven track record in community organizing and empowering community-based organizations and networks to promote social change and gender equality.
    • Excellent communication, facilitation, and training skills, with the ability to engage diverse audiences and build consensus among stakeholders.
    • Strong ability to assess the impact of interventions, measure progress, and adapt strategies based on evidence and lessons learned.

Selection Criteria

  • Eligible organizations will be selected in a transparent and competitive manner, based on their capacity to ensure the highest quality of service, including the ability to apply innovative strategies to meet programme priorities in the most efficient and cost-effective manner.
  • UNFPA Philippines office will review evidence provided by the NGO submission and evaluate applications based on the following criteria:
    • Assessment of the entity’s capacity to deliver the outputs (Agency/Organizational Profile)
      • Organizational background and experience in the subject matter area
      • Human resources who will be implementing the scope of work; i.e. number of staff and profile of key staff with educational background, documented years of experience in programme development especially social norms and number of years they have worked for the particular entity
      • Mechanisms and platforms used by the entity for tracking and reporting on its work
      • Networks and affiliations in the subject matter area especially in the involved actors at the local level.
      • Financial management (review of audited financial statements for the past three years of operation)
      • Reference checks
    • Assessment of the entity’s proposed design and methodology for achieving the expected outputs (Technical Proposal)
      • Relevance, applicability and suitability of proposal
      • Innovative and strategic approach and its expected effectiveness in delivering the outputs
      • Realistic timeline that meets UNFPA’s proposed timeframe and expected outputs of the study
      • Efficiency of the proposed management arrangements for the conduct of the study
      • Integration of survivor-centered, human-rights-based and gender-transformative programming approaches, taking into account the principle of Leaving No One Behind
    • Assessment in the entity’s Financial Plan (Financial Proposal)
      • Detailed cost breakdown for implementing the proposed activities, including personnel, materials, and resources
      • Justification of cost items in alignment with the scope of work and project objectives
      • Demonstration of cost-effectiveness and efficiency in budgeting.

    • Overview of the Organization
    • Proposal Overview
    • Proposed interventions and activities to achieve intended results
    • Program Risk and Monitoring
    • A detailed financial proposal based on the proposed deliverables
