Capacity Award Programme to advance Capabilities and Institutional Training

The CAPACITY Fellowship Programme contributes to building capacity for addressing climate change in Small Islands Developing States (SIDS) and Least Developed Countries (LDCs), through the development of local professional expertise by:

• Supporting innovative analytical work on climate change in the context of sustainable development;
• Promoting a network of experts who can bring creative and innovative options to bear on questions of climate change;
• Encouraging the leadership potential of young and promising professionals in their fields.

Roles and Responsibilities

• Supporting work on providing technical support to developing country Parties, including Lusophone countries, in the area of MRV under the Convention and/or the ETF under the Paris Agreement;
• Providing substantive assistance in developing technical materials on reporting information in national communications and the biennial transparency reports to be submitted under the ETF of the Paris Agreement;
• Providing support to the training workshops conducted by the unit including contributing to the preparation of various written outputs, such as background papers, analytical notes, reports of the meetings and workshops;
• Supporting regional and in-country events, including training workshops and webinars organized on the application of reporting guidelines and tools for biennial update reports, national communications and biennial transparency reports, ICTU guidance and the MPGs for the ETF, including tracking progress of implementation and achievement of NDCs;
• Supporting outreach activities of the unit, including drafting news articles and social media content (e.g. LinkedIn, Facebook, CGE/ETF webpages), maintaining social media platforms of the Unit, and analysing relevant statistics;
• Assisting in other CGE/ETF Support Unit related activities as required.

• The UNFCCC Secretariat will organise the return trip to Bonn.

Funding Information

• The monthly stipend including allowances is EUR 4500.

Eligibility Criteria

• The Fellowship Programme is open to individuals who are:
  • Currently employed in a governmental organisation (national, regional, provincial or local) including educational institutions, research institutes and ministries.
  • Nationals of and working in a Lusophone SIDS or LDC – Cabo Verde, Guinea-Bissau, São Tomé and Principe, Angola, Mozambique or Timor-Leste.
  • Maximum of 40 years of age at the closing date of Fellowship Opportunity notice;
  • The secretariat will consider candidates only from Lusophone SIDS or LDC Parties with a view to ensuring gender balance in the selection of candidates.

Application Requirements

• Educational background
  • Required: Master’s degree in environmental science, economics, engineering, development studies, or a related discipline. A combination of a first-level university degree and an additional two years of relevant work experience may also be accepted in lieu of an advanced degree.
• Experience
  • Required: At least three years of progressively responsible professional experience in the area of climate change, including on issues relating to biennial update reports and national communications from developing country Parties or preparation of nationally determined contributions, national adaptation plans or LT-LEDS.
• Language skills
  • Required: Proficiency in written and spoken English.
  • Desired: Knowledge of another UN official language.
