CFPs: Public Diplomacy Small Grants Program (Yemen)

All programs must include an American cultural element, or connection with American expert/s, organization/s, or institution/s in a specific field that will promote increased understanding of U.S. policy and perspectives, or include an American cultural element or a direct connection to American culture and values.

Priority Areas 

• English language instruction and learning: Supporting highly specialized English language skills development programs that address the critical need for English language skills for Yemenis;
• Economic growth and development: Programs related to economic growth, economic competitiveness, skills development, and technology/innovation. Specific consideration will be given to programs that promote economic empowerment of women, youth, and enables inclusive growth in Yemen;
• Peace, reconciliation and social cohesion: Consideration will be given to programs that support building a stronger foundation for sustainable peace in Yemen to encourage tolerance and conflict resolution;
• Journalistic integrity and media literary: Strengthen media practitioners and institutions with U.S. principles and methods for achieving free, accurate, and objective media practices as well as their ability to detect and combat mis/disinformation;
• Celebrating Cultural Heritage Partnerships: A program designed to educate the Yemeni public about the long history of U.S.-Yemeni support in preserving and protecting Yemeni cultural heritage, including Ambassador’s Fund for Cultural Preservation projects, academic study, and the 2023 Cultural Property Agreement;
• Access to America: Programs that promote study in the United States, building linkages between American and Yemeni academic institutions, collaboration between American and Yemeni cultural and arts institutions, and expanded access for the Yemeni public to American cultural experiences.

Funding Information

• Total available funding: Approximately $500,000 anticipated to be available in FY25, pending availability of funds.
• Award amounts: Awards may range from a minimum of $25,000 to a maximum of $100,000
• Length of performance period: Up to twelve months

Ineligible Funding 

• The following types of programs are not eligible for funding:
  • Programs run by for-profit organizations;
  • Programs run by government ministries;
  • Programs relating to partisan political activity;
  • Construction programs;
  • Programs that support specific religious activities;
  • Fund-raising campaigns;
  • Scientific research;
  • Programs intended primarily for the growth or institutional development of the organization;
  • Programs that duplicate existing programs;
  • Individual travel to attend a conference and/or courses at any educational Institution.

Participants and Audiences

• All programs should focus primarily on Yemeni audiences. Proposals must describe both the primary and secondary audiences for the program, including numbers anticipated to be reached. Primary audiences are those who will participate directly in the program(s), while secondary audiences are those who will be reached by the project’s primary audiences, as a result of their participation, or through any follow-on activities build into the primary program. For example, in a teacher training program, the primary audience would be the teachers who will be trained, while the secondary audience would be their students. Audiences who are considered a priority for grants funded under this APS are:
  • English language teachers and students;
  • Community leaders and NGO staff;
  • Youth, especially in traditionally underserved communities;
  • The creative and performing arts communities;
  • Journalists and media professionals;
  • Business leaders and entrepreneurs.

Eligibility Criteria

• The Public Affairs Section encourages applications from United States and Yemen:
  • Only non-profit Yemeni or U.S. organizations are eligible to apply. This includes registered not-for-profit organizations, including think tanks and civil society/nongovernmental organizations with programming experience.
  • Private not-for-profit universities and public U.S. universities.
• For-profit, commercial, or governmental entities as well as individuals are not eligible to apply.
• Cost sharing is not required.
