The Hungarian-Israel agreement on scientific cooperation, the National Research, Development and Innovation Office of Hungary (NRDI), and the Ministry of Innovation, Science and Technology of the State of Israel (MOST) have decided to provide financial support and are glad to invite researchers and scientists to submit joint proposals for research projects carried out jointly by researchers from both countries.
The aim of this program is to support the development of scientific and technological cooperation between Hungarian and Israeli researchers and to strengthen the scientific partnership between research groups from both countries, by establishing bilateral research networks, enhancing research cooperation and promoting the exchange of knowledge between Hungarian and Israeli scientists.
Focus Areas
- Hungarian-Israeli research teams are hereby invited to submit joint proposals for applied research projects in any of the following areas:
- Supporting preventive, curative and care systems to maintain healthy living within the focus area for the following topic areas:
- Innovation in healthy living and disease prevention.
- Improving the quality of life in old age.
- Innovative diagnostic and curative interventions and therapies (drug discovery, immunology, development of medical devices and instruments).
- Supporting the green transition and the development of a circular economy within the focus area for the following topic areas:
- Agricultural innovation and water management, efficient protection against natural disasters and extreme weather conditions.
- Increasing energy efficiency, accelerating the transition to clean energy, exploitation of indigenous energy sources.
- Sustainable and smart mobility.
- Supporting the digital transition of the economy and society within the focus area for the following topic areas:
- Artificial intelligence, quantum technology.
- Smart grids, autonomous systems.
- Supporting preventive, curative and care systems to maintain healthy living within the focus area for the following topic areas:
Funding Information
- The maximum funding for each single project will be up to 568,000 ILS for the Israeli side, for a 3-year period. On the Hungarian side, the maximum funding for each single project will be up to 142,000 Euros, for a 3-year period.
Eligibility Criteria
- Projects must be conducted by collaborating Hungarian and Israeli scientific research teams.
- Proposals must be for research projects in one of the main areas of cooperation and its subtopics as detailed in Section A, as well as meet the required Technology Readiness Level (TRL2-4).
- Each joint research team must be led by a Principal Investigator (PI) from each country.
- The PI on each side must be affiliated with an academic institution or a research institute (“Affiliated Institution”), or be a professor emeritus who continues working on research in affiliation with the Affiliated Institution. An Affiliated Institution is determined in each country as follows:
- In Israel:
- An accredited Institution of Higher Education, according to the Council for Higher Education Law, 5718-1958; or
- A Research Institute which is a nonprofit organization, a government company or a governmental unit. For the purposes of this Call, a “Research Institute” in Israel is a research institute whose main activity is the advancement of cutting-edge scientific knowledge, which possesses appropriate infrastructure and equipment, which employs researchers who, inter alia, publish articles related to their research in leading scientific journals, and who present their research at international symposia.

- Eligible participating institutions:
- From among the not-for-profit and other non-profit-making organisations those who have GFO code 551,552,559, 562,563,569,599, or 931, which have been State- recognised by of Act CCIV of 2011 on the national higher education, designated as not State-owned higher education institutions and are considered as research and knowledge transfer organisations according to Article 2 (83) of Decree No. 651/2014/EU of the European Commission.
- From among the budget entities and entities managed by budgetary rules those who have GFO code 311,312,322,341,342,381, or 382, which are considered research-knowledge transfer organisations according to Article 2 (83) of Decree No. 651/2014/EU of the European Commission.
