CFPs: 2025 SAW x PAssionArts for Artists, Curators and Producers

The National Arts Council (NAC) and People’s Association (PA) invites Singapore-based artists, curators, producers, and collectives to submit proposals for the SAW x PAssionArts Open Call for the 13th edition of Singapore Art Week.

The SAW x PAssionArts Open Call seeks participatory projects that foreground community engagement. Projects are expected to address the key message of SG60 which is “Building Our SG Together”. Projects that address the themes of being united in a shared identity, solidarity, and togetherness to forge a shared future, will be given priority.

For SAW 2025, NAC will continue to collaborate with PA to present a platform for artists to work alongside Community Arts & Culture Clubs (CACCs) to engage with the community in five neighbourhoods across Singapore. The CACCs, and their geographic districts, are  Bukit Batok East (South West), Canberra (North West), Kampong Glam (Central Singapore), Tampines North (North East) and Mountbatten (South East).

Applicants are required to work closely with the relevant CACCs to run programmes that deepen community engagement, enabling these communities to share their stories and talent, reflect upon the themes of SG60, socialise, express themselves, and participate in the art-making process.

Proposals should contain two parts:

  • Workshops for community engagement
    • Applicants are required to propose plans for workshops that will engage the community served by the CACCs and offer them a chance to be involved in the co-creation of an artwork.
    • Successful applicants will be required to deliver at least 3 workshop sessions. Each session should be 2 hours long and accommodate at least 30 participants.
    • Proposals should be accompanied with detailed lesson plans and learning objectives for the execution of each art-making workshop.
  • Physical visual arts presentation
    • Proposed presentations may take the form of exhibitions or installations. These presentations must incorporate contributions from the community created during the workshops for community engagement. The proposed presentations may be participatory and grow through the workshops and during the exhibition period with community involvement.
    • The physical visual arts presentation must be presented for the entire duration of 17 – 26 January 2025, but applicants are strongly encouraged to stage their presentations for 30 days or more to allow for extended community engagement.
    • Proposals may include engagement activities for the community during SAW.
    • Applicants can also propose other formats of presentation as they deem fit for their projects.

Funding Information

  • SAW’s funding support varies by project type and applicant. All projects are evaluated by a panel and the amount of funding received by successful projects is dependent upon an evaluation score. Successful projects may receive funding of up to $ 40,000.
  • Upon the completion of their project, applicants will have to submit a Final Expenditure Report and an Evaluation Report. Projects that receive funding of $10,000 and above are required to submit a statement of accounts certified by an accountant registered with the Institute of Singapore Chartered Accountants (ISCA) or an equivalent international body.
  • If the applicant is a Self – Employed Person (SEP), they will be liable for the Contribute – As – You – Earn (CAYE) Scheme.

Eligibility Criteria

  • Singapore-based artists, curators, producers and collectives are welcome to participate in the SAW x PAssionArts Open Call.
  • Proposals that involve collaborations with foreigners are eligible as long as the lead applicant(s) (who plays a lead role in the production) is a Singaporean Citizen or Permanent Resident based in Singapore and that at least half the artistic team comprises Singaporeans or Permanent Residents.
